Kelsey Brousseau

Pre-ETS Supervisor - MassAbility

Ms. Brousseau joined CRC Vocational Services in 2023 as the Pre-Employment
Transition Services (Pre-ETS) Supervisor and currently serves in a dual role as a
Vocational Consultant. Kelsey Brousseau graduated from Springfield College with a
Master’s degree in Rehabilitation Counseling and is a Certified Rehabilitation
Counselor. She is deeply committed to improving the lives of individuals with disabilities
through evidence-based vocational evaluation, transition services, and advocacy.


In her current roles, she oversees the MassAbility Pre-ETS program, supervises
employment and transition specialists, develops targeted curriculum, and collaborates
with state agencies, school personnel, and community stakeholders to deliver quality
programming to high school-aged students. In addition to her supervisory
responsibilities, Ms. Brousseau provides comprehensive vocational consulting services
involving vocational assessment interviews, transferable skills analyses, administers
vocational testing, and conducts labor market surveys to determine employability and
wage earning capacity of impaired individuals. She also assists in matters related to
Total Disability based on Individual Unemployability (TDIU) and Workers’
Compensation. Her work includes reviewing medical and educational documentation,
assessing work capacity, and authoring vocational reports used in litigation and
administrative hearings.


Ms. Brousseau has over ten years of experience working with transition-age youth and
young adults with disabilities, specializing in vocational assessment, career planning,
and job placement. She has significant experience evaluating functional abilities,
identifying employment barriers, and facilitating individualized career pathways.


Passionate about her work, Ms. Brousseau remains dedicated to supporting individuals
with disabilities in pursuing meaningful employment outcomes, enhancing access to
transition-related services, and advancing opportunities that align with individuals’
strengths, abilities, and long-term goals.
